Source Engine Game Problems

There are three main source engine games I have never been able to run very smoothly in the past couple of years the games are Insurgency, Day of Infamy and Counter Strike Global Offensive. My basic rigs specs are a intel i5 6600k, GTX 1070 strix ROG OC edition, 16 GB of corsair RAM and windows 10. All these game run over 60 FPS but every few seconds I get a stutter problem and the FPS quickly drops and then returns to normal. I have no idea how to make these games run better I have tried quite a few things in the setting I have also tried locking the frame rate but that also doesn't work...... What should I do?

Played on a GTX 970 , i7 (cant rememer what kind) the other day at a friends. Only thing bad about the pc was a shitty mechanical drive that completely dragged the pc to its knees. Windows update background process made that windows 10 pc feel like an old slow windows xp. Games stuttered like crazy, only when disabling windows update it was playable, but still noticable

I know I'm not overheating I disabled most startup tasks kept the ones I need like the corsair link 4 for the water cooler but I am still getting the same problem. I do have the up to date drivers and I just did a fresh reinstall of windows 10.

So I think everyone knows the source engine is not the best by 2017 standards but there are good games on the source engine. I have had problems with these three games for about 1.5 - 2 years with frame stuttering and FPS drop. I have fixed the problems as best I could and the performance is good enough for me.
What I did to fix/mend these problems was
made sure these games are installed on a SSD
Installed/reinstalled NVIDIA's latest driver
When in game used the ` key to lock my FPS at 100 using max_fps 100

Results are pretty much the same over the three games
All games are constantly fluctuating between 95-100 fps with minimal hard stutter
I did see a max FPS drop to 90 but have not been able to recreate this so far.

Note - I have also reinstalled windows 10 within the past week so we will see how long this works for.

Intel i5 6600k
GTX 1070 Strix OC
16 GB of Ram
