On the right: Compact-Flash memory card (popular with digital cameras before SD cards, still used in high-end DSLRs and industrial equipment).
On the left: An PCMCIA adapter to plug in a 15-years old laptop to read such cards.

As to what it is used for: Depends on where it plugs into. Judging by the labels on both the card and the adapter, it seems that this was made to emulate PCMCIA memory card in some equipment.
