The Z97 chipset MBs do support OCing. However, while the 4790 is a considerable CPU upgrade, it's still just 4 cores. Some modern games are starting to show microstutter on quad core CPUs due to being designed for more than 4 cores. It's a matter of higher core CPUs yielding higher minimum FPS.

Since consoles have been using 8 cores for some time now, it is estimated that future game development will use 8 core threading quite a bit more.

I've also seen Ryzen 8 core CPUs benching equal to the Intel 7700k after getting new AMD drivers, W10 updates, and better compatibility with high speed RAM.

The spec you have now is good enough to hold you over until you save a bit more. Consider too that the MB platform you're on is becoming outdated.
