Your CPU is running at .96 volts because the CPU is not under load. This is the voltage your CPU is running while idle (aka not doing any background tasks) At the time of looking at the voltage your CPU was only at 1.2 ghz utilization.

But see the MAX, under 100% load it was still 0.96

I just got myself i7-6850k, upgrade from i7-6700k running at 4.5 ghz at 1.28v, my new CPU is running OCed to 4.2 at 0.96 v? Am I reading it correct?
Or maybe Im thinking I overclocked it but it is not?

I'd run Intel's Burn Test http://www.majorgeeks.com/files/details/intelburntest.html After the program is open change the Standard option to maximum. What was running to push that chip to 100%?
Have you checked the core voltage in your BIOS?

I used just a short test, most likely not the best one, it is the user benchmark test.
BIOS says 0.96v and set at AUTO
