Case fans turn on, CPU cooler fan turns on, but no display, USBs don't work, and no beep!

I built my PC once but there was no display. Sat on the phone for an hour and a half with a friend who works with computers. He told us it was likely the motherboard came dead. We sent back the one we had and got a new one but after installing everything by the manual of my motherboard I STILL had the same exact problem! I've tried testing the RAM, uninstalling the fans, uninstalling the GPU, unplugging the hard drive, and unplugging the CPU 8-pin and the PCI-E. Anybody got any suggestions? One of my other friends said to get a new CPU, but I would have to wait another 2-5 days for it to ship via Amazon. Please help!

did you take it apart just now?
that's a big no no and voided your 5 years warranty.

only legitreviews said it was an okay psu because it was so cheap and got a 5 years warranty.

another toms hardware user said it crapped out on him after two months.

edit: just because the fans on the power supply turn doesn't mean it's good.
