Alright, guys. Here's the specs. Keep in mind, this is not finalized, just what I think would be great at a medium budget.

Anyway, here's the case: NZXT S340 Mid Tower Computer Case, Matte Black/Blue (CA-S340MB-GB)

The Motherboard: MSI Gaming Intel Skylake B150 LGA 1151 DDR4 USB 3.1 ATX Motherboard (B150 Gaming M3)

The CPU: Intel Core i5 6500 3.20 GHz Quad Core Skylake Desktop Processor, Socket LGA 1151, 6MB Cache BX80662I56500

The RAM: Ballistix Sport LT 8GB Single DDR4 2400 MT/s (PC4-19200) DIMM 288-Pin - BLS8G4D240FSB (Gray)

The GPU: Sapphire Radeon NITRO Rx 470 4GB GDDR5 Dual HDMI / DVI-D / Dual DP OC (UEFI) PCI-E Graphics Card 11256-10-20G

The PSU: Corsair RMi Series, RM650i, 650 Watt (650W), Fully Modular Power Supply, 80+ Gold Certified, 10 year warranty

Aaaaand finally, this little doohickey: Gigabyte GC-WB867D-I Wi-Fi/Bluetooth Combo PCI Adapter for Desktop Computer - 802.11ac - Bluetooth 4.0

Thanks for all you help guys! May the RAM be forever plentiful.

For gaming I do still recommend intel over the new amd Ryzen lineup as their single core performance is still better. However this may change soon with ryzen 5.

I agree 100%. If he'd swap the 470 for an nVidia card, I'd go with Intel, too. If he wants to keep the 470 though, I feel like Ryzen is the way to go to support Freesync. Freesync monitors are also less expensive, as well.

You just need an amd gpu for freesync to be an option. I would say this build above is perfectly fine and you can even save some money on the psu and go with the corsair rmx 550w as that is still more than plenty for that build. You might even have enough for an rx 480 then.

I would argue even this setup would have better gaming performance. Just add a bit more $ if you need more CPU horsepower.
