No that isn't normal, that is the temp you should be getting if you were gaming under load. You should be at 25-35C at idle.

What is your CPU and cooler do you have?
Please reapply the thermal paste as sometimes if the cooler was moved while screwing it in place or not screwed enough the paste may not be making full contact.

What is your CPU's fan and or pump set to settings wise (such as quiet, standard, max)

So I'm using the normal fan that comes with the CPU will it be fine after I install windows? I build this PC from a popular YouTuber and he said it was going to be a good PC

That's a mid tier current gen build. The dual core will hold it way back in CPU demanding games such as large scale multiplayer and strategy war games.

It's a decent build

The all powerful current gen Quadcore and Hexacore pcs with monster GPU's are like a near 1.5-2K.

There is nothing wrong with a mid tier build, every build has its own advantages and it's disadvantages.
