Low fps in all games with decent pc

Hello, built this pc a while back
-Fx6300
-MSI 970 Gaming motherboard
-Kingston SSD
-4gbx2 Kingston hyperX RAM
-EVGA GTX 960 4gb ftw
-Cryorig h7 Cooler
-EVGA 500w PSU
I Remember this problem ever since I've had this pc. In alot of games I get really low FPS
Ex. CSGO: 30-70fps
Rust:30fps
I have all drivers for GPU up do date. I've even tried running Dayz standalone which looks like trash on this pc and its all choppy and shit.
is there anything good that I can do or is just my crappy setup?

UPDATE: I opened Resource monitor and noticed that my CPU frequency stayed at 1400mhz even when under load

Have you messed around in your bios at all? Download and install CPU-Z, HWmonitor, and prime95. Open up CPU-Z and HWmonitor, then run a stress test using prime95. Post a screenshot of HWmonitor and CPU-Z while the stress test is running please.

Next thing I would try would be to go into your BIOS. Somewhere in there (pretty much always on the exit page) there will be an option to "restore UEFI defaults" or something to that effect. select that option and then reboot. This will reset all BIOS settings to factory default.

Yes the frequency on Hardware monitor for my cpu is set at 1400mhz and Max is 1400mhz it doesn't pass, its supposed to be at 3500mhz, yes my 4pin is connected its actually 8 pins and yes my cooler is installed right and its fan is plugged into the "CPUFAN"
