Psu over voltage

So, recently my motherboard reported surges in the power supply and read that in the +5v read 10.2 volts so I immediately replaced it but when I got the new one it says the same thing I'm not sure what the issue is can someone help. It's plugged in a surge protector

I have a core i7 6700k processor
A nvidia 1070
Corsair h100i water cooler
Asus z170 motherboard
7 fans
Fan controller
Samsung 250gb ssd
Wd 1 Teri bite hard drive
And the two power supply are evga one g2 550 another g 1 650
 
Solution
With the PSU switched off, disconnect PSU from system.

Via the 24 pin motherboard main connector, short out ferrules/pins 15 & 16 (or ferrules 16 & 17) using a metal paperclip or similar metal object.

Refer to this page for details of the pin arrangement.

Switch on PSU and measure output voltages (using accurate digital multimeter) in the 24 pin connector (and in other connectors also) to verify voltages.
