Old pc new video card?

hey guys, I have the following parts

Board: Intel DH57JG Minit itx
Bios: 0663
Vga: Radeon Armour 470 8 gb
Psu: [strike]Antec Earth watts ea500-d [/strike] Corsair b500 replaced
Mem: 2 x Corsair CMX4GX3M2A1600C9
HDD: Ocz 120gb Vertex 3 Sata 6Gb/s 2.5 inch
Cooler: standard intel
Keyboard and mouse: Hp kbit basic wireless combo
oc: none
OS: Windows 8.1 pro

The system will boot when onboard graphics are selected, but whenever I power up the GPU it Just hangs on the post screen. I have tried the following

- Completed a fresh install of windows
- Selected external cpu in bios
- Cleared CMOS by using both battery and jumper method to reset bios
- Tried booting via HDMI and DVI with same results freeze on post screen
- Removed and re seated video card
- Inspect ram in bios, is detected both slots
- Tried to boot in safe mode with video card still hangs on post screen
- Tried to manually install and drivers, would not install
- Took video card back to place of purchase, card was bench tested and performed fine.
- Have gtx 960 working fine in slot.

Do you have any other suggestions? What else can I check?

Please confirm, you have a GTX960 running fine on this board and your upgrading to a RX470 and having the issue with the RX470 correct ?
is this an HP or Dell system your upgrading or a homebuilt system ?

but I googles RX 470 and intel motherboard issues ? and I was hit with a great number of incompatibility unresolved everywhere.

a lot of the issues seem to be related to "Newer graphics Cards often won't work, unless your motherboard runs in UEFI mode."
have you updated the bios to latest version : https://downloadcenter.intel.com/download/20583/BIOS-Update-JGIBX10J-86A-
