New Pc doesn't boot with both sticks on and weird sound.

Hello, everyone. I am a new member here :).

I will much appreciate your help and your advice on this matter.

Before 3 days the parts of my new Pc arrived.

Intel core i7 7700k
Gigabyte Aorus z270x gaming 5
G.skil F4-3200C16D-16GTZKW 16GB (2X8GB) DDR4 3200MHZ TRIDENT Z
Be quit! Dark rock 3
Corsair 750RM
Case Phanteks enthoo pro

Sadly, the Pc doesn't boot with both sticks on.
To be more accurate.

1) The Pc booted only one time with both sticks on (After I managed to update the bios in F5). But only for few minutes. After that never booted with both sticks.
2) I tried each stick individually. One stick works finely in all ports, both in 2133hz and 3200hz with Xmp on.
3) The other one managed to boot for one time (to my surprise). I didn't try anything (like gaming or browsing). I closed my PC and tried both sticks again (in hope that the issue magically solved) but nothing! After I removed the second stick (the good one) and left this stick alone, it never booted again :S.

I want to be sure that this is a Ram issue so I can send the kit back. I bought the parts from a different country so I don't want to send the Ram back and then find out that my motherboard is problematic.


About the weird sound.
When I am browsing or gaming. A weird sound starts that is very hard to hear in the day, but at night I can hear it clearly (again it is not loud.You have to pay attention and have a good hearing.)
I don't know how to describe it. Like a high pitch or let's say like a wire that is dragged in something or like "tititititittitititi". The weird thing is that becomes more noticeable when I am moving my mouse.
It seems to come from the center of my motherboard where my CPU and cooler is. I know that I may sound paranoid but it is very annoying after I noticed it and more important I want to be sure that it is a normal thing. Maybe it is just the cooler? But why the sounds seem to be connected with my mouse movement? In some other threads, I read that it may have to do with the motherboard's capacitors?

Please, forgive me for my bad English and any other terminology mistakes.

Ps: I bought a 2x4 ram kit just to make sure that it is a ram issue. I hope they will Arrive tomorrow.

It sounds like the RAM has problem.
