Newly built computer not working as well as it should

Hi, just recently built a gaming computer and it doesn't play games. On games such as fallout on the lowest setting its spends 5 minutes lagging on the loading screen before crashing.

I also have a 1tb hdd which I reused from my old computer

Ive had task manager open while its been loading games and it says it is at 100% usage.

Any help is much appreciated

Possible causes (these are just some of many)
a) GPU driver issues - re install drivers
b) Virus - a bit harder to solve, maybe download a good virus scanning program for free: http://downloads.tomsguide.com/Malwarebytes-AntiMalware,0301-25757.html - and yes, tomsguide is trusted. ( it could be from your old 1tb hdd)
c) for task manager, was the cpu at 100% usage? I can't think how or why that would happen, sorry, unless its one of the two things listed above.
