Terrible PC performance on a high end system (low fps, slow program loading)

Horrible PC performance almost across the board. Terrible frames in most games, stuff like photoshop and maya 3d are fairly slow, and sometimes even chrome gets almost unusable.

Mobo : Gigabyte Aorus gaming K7
CPU : i7 7700K
GPU : EVGA GTX 1070 SC
RAM : 8x2 Gskill ripjaws DDR4
PSU : 750w Antec Edge
Storage : 1x mx300 SSD 275gb, 1x Barracuda 1tb HDD

To find out if you have a hardware or software problem, Try running Hyper Pi.
It will tell you if all cores of your CPU are running OK.. My 2600k will do 1 million digits of Pi in under 14 secs on all 8 threads. Yours should be a bit faster.

Temperatures?

Have you updated the BIOS on that board? Gigabyte's BIOS released with the chip sets the voltage very high on the 7700k.

Latest drivers? The stuff on the disc is questionable. Best to download direct from Gigabyte for all but the GPU.

Update : I've done a completely clean reinstall of my GPU drivers, that's helped a ton (bad install from the disk included maybe), re-seated my ram in different channels, and pushed my core clock up to 4.6Ghz, and everything is running much better now. However, for the raw power I know a 1070 can output, it still feels a little slow. I can run a heaven benchmark if anyone wants to see it, but I would still like a few suggestions?

SOLVED. Rolled back from 378 to 376 on my nvidia drivers and everything is working like a damn dream. Something in 378 must absolutely HATE everything on my system.
