There aren't many actual benches out there to compare on, but my inclination is a solid no. And that's taking into account full 100% ideal scaling, which you are not going to see on many, many games. A single 1080ti/Titan Xp is barely breaking 60FPS on 4k (note that these are on Ultra graphics settings with all bells and whistles tuned up, adjusting the AA and other settings down will increase that number), and that's not even a stable framerate for all games and some games are not breaching 60FPS at 4k. Now, if we assume that with a second 1080Ti and 100% scaling you will be essentially able to power a second 3840*2160 monitor in your games, we see that that leaves out the fact that you want to power a third one as well.

Honestly? You most likely *DON'T* need to upgrade your PSU depending on the model. If it's a good quality unit then it will support any single card you want to use. Only if you're going SLI do you need to upgrade your PSU, and even then the NVIDIA 10XX series draws very little power compared to previous generations. You would only need a 1KW PSU if you're running a 3 or 4 way SLI configuration, or you're running something else that would require that much power. I'd say save your money on the PSU for now and put that money toward buying a GTX 1080TI, or upgrading your 1070 to a SLI situation, even then you can only run 2 cards, and you don't need more than 750W, or 850W for that. 1KW or 1200W is excessive overkill for your uses, even with some mild overclocking of your 5820K.

would two 1080 ti's be enough to run 4k on 3 60 inch 4k tvs @ 60fps preferably higher then 60fps but 60 is doable for me.

or am i gonna need to buy titan x's pascal

Are you talking about a game resolution of 11520x2160 or are you just going to be running a game on a single TV, and have the other two as side monitors? The first option will not work I believe, regardless of what card you pick up. The only way you're getting 60+FPS at 3840*2160 is going to be (with a single card) the 1080Ti or Titan Xp, with the 1080 and 1070 fairing pretty well at 4k, but not giving a stable 60. Multi card solutions will offer 60+ FPS at 4k with 2 of pretty much any of the 1070-and-up cards. But, again, that's me assuming you will only be playing this off the main monitor.

As a side-note: Titan Xp's have essentially lost their worth with the launch of the 1080Ti. You lose 1GB of VRAM and some various other small effects, but gain an effective 1000MHz boost on the 11GB of VRAM that you do have, with the same number of CUDA cores. Even with the rest of the very-slightly gimped core on the 1080Ti, the 1080Ti has either been the same, or better in gaming. Not to mention the fact that they are $500 less than a Titan Xp. Ergo, no reason to buy one unless you really need that extra 1GB.

Even with turning settings down, I'm inclined to say that you will not even breach 60FPS, nevermind shoot for above 60FPS, if you're going to use 11520*2160.
