What is a safe temperature for my gpu to be under?

I want to know if i should overclock and what to and what is a safe temp for it

Try to stay quite a bit under that.

The pascal cards I've owned all start to throttle back the clock speeds at 83c. As far as overclocking your 1070 goes, this video is very helpful.

My advice is to keep an eye on your temps and stay comfortably below 83c.
