Hey I am looking for some advice on upgrading a few parts to improve my stream quality as well as remove micro stutter and fps drops during stream.

Current build:
Mobo - MSI Z97 Gaming 5
CPU - i5-4690k
GPU - GTX 780
PSU - Corsair RM850
RAM - 1600mhz 16gb Ripjaw
HDD - WD 1TB
Cooler - Noctua NH-U14S

Which i7, motherboard, RAM, and GPU combination would be best for around $800-$900?

The micro-stuttering is a symptom of your graphics card. But for overall streaming, the biggest improvement is likely to upgrade your internet service provider download speed and modem. The rest of your system should be fine for streaming. A better LAN card is a possibility too.

I can believe that about the micro-stutter as my GPU sits at 80c on H1Z1 even without streaming. I was going to give the Gigabyte GTX 1070 a try tomorrow. I wanted to upgrade my CPU as well because while playing H1Z1 my usage sits at 80-90%. My download is 120mb/s and upload is about 12mb/s and just got a new router about 3 days ago which is meant for streaming. The modem is fairly new as well.

That adds up to $780. Add memory of your choice for ~ $150 then you are up to $930.

If you upgrade to the I7-7700K, then add another $100.
