i have a intel g3258, i had a evga 950 but it broke. so i need to know what gpu should i get under 150$, people keep telling me dont bottleneck it but i dont even know what that means can bottle necking damage my cpu?
Same +1 for RX 470, 1050 Ti is pretty bad choice this gen imo since the 470 is ~30%+ more Performance for usually $10-20 more at most. But you will indeed bottleneck in most modern games with the weaker CPU, i suggest getting an i5 or i7 for your socket if you can to prevent this and shouldn't cost too much since you can re-use the current RAM and Motherboard. Bottlenecking means your CPU will hold back the full potential of the GPU because it is much weaker and can't keep up with the frames the GPU is ready to "shoot" out when you are running a game for example so you won't get the full performance the Graphics Card is capable of. Hope this helps
my cpu can over clock, i have evo 212 what should i overclock to so it wont...

You had a 950, the new Nvidia card in that class is the 1050, so get that if you just want a replacement. A 1050 Ti gets you slightly better performance, it's like a 960, but also 4gb of vram. This may allow you to run higher settings in some games. An RX 470 would be the real upgrade for you, if you are looking for an upgrade from the 950 rather than a replacement for it.

You can indeed Overclock but it won't stop a bottleneck if you grab a higher GPU. A GTX 1050 / RX 460 maybe not so much but a RX 470 or higher i would expect your CPU to bottleneck in some recent CPU intensive games. Not saying it would make games unplayable but just means you would get a slightly lower FPS count then the GPU is capable of providing.
