Disconnect the mouse and keyboard from the mobo, and turn the PC on again. You should see a warning message telling you that there is no keyboard connected. Connect the keyboard to the mobo again, using one of the USB 2.0 ports on the back (the ones at the top of your mobo). Now you should be able to enter the BIOS interface by pressing Del. If that's not the case, try another keyboard. If none of them work, you'll have to return the mobo.
That is a problem a lot more important than keyboard/mouse not working. I'm wondering what you wanted to do with your keyboard and mouse if you can't see anything on the monitor...
Have you connected your monitor to your graphics card? Don't connect it to your mobo. If you're using a Ryzen CPU, the motherboard graphics connectors won't work at all, since Ryzen doesn't feature integrated graphics.

If you can't find your modules' Part No. on the list, the exact same Part No., you'll need to buy some new modules from that list. Ryzen motherboards have some serious problems with memory support. And you can't update your BIOS in order to improve memory support until you have your computer working, so you have no choice.

Maybe; maybe not. I would buy some modules from the list that match your modules' performance. For instance, Amazon lets you return some modules and order some new ones which you have previously added to your wishlist, all in one step.
