Laptop cpus vs desktop cpus for gaming

Could an i7 6700hq or an i5 6300hq take on a desktop cpu from this or last generation?

CPUMark states that an i3 6300k would beat an i7 6700hq in single threaded performance, does this mean laptop cpus are much less capable of running programs?

I understand that laptop cpus try to conserve battery life but is there any way to take away this limitation if I have my laptop plugged in?

No I do not think the i7 6700hq would outperform say an i7 4790k. The main reason is clock speed, laptop cpu's are clocked much lower to keep them cool and conserve power. Yes the i3 6300 likely does have slightly better single core performance than the 6700hq, again due to higher clock speeds. The i3 has a base clock of 3.8ghz the i7 hq has a base clock speed of 2.6ghz and will turbo up to 3.5ghz if temps and your power profile allow.
