PC won't start regularly. Bad motherboard?

I've had this PC for just over 3 years now and it generally worked without a hitch.
i5 4670k
Asrock Z87m Extreme 4
GTX 760
8GB RAM (one stick)
Cooler Master gx750

In September I went off to Uni and left my PC at home and when I returned it just wouldn't start. The fans would spin up, the LEDs switched on but that's as far as it got. No boot. Strangely the period for which the fans come on for is variable. One time it will be less than a second, the next it's up to a minute before it turns off and tries to start again.

In January, I decided to bite the bullet and buy a new PSU which I thought was the most likely culprit. Installed it and there was no change. No boot and the exact same behaviour. Cleared the CMOS and breadboarded the motherboard and still no start. I then reseated the CPU and after a few attempts at starting it the PC eventually booted. I chalked this up to a coincidence.

However, it still showed the same behaviour with it only occasionally booting. As I type this on my laptop I can hear my PC fans start for ~1 second and then shut off again, no hard drives spinning up, no nothing.

Oddly, when it does work and I want to shut it down, it doesn't fully power off and I have to hold the power button completely switch it off.

I think it's unlikely that I got 2 faulty PSUs in a row so I think I can safely rule that out. The only other thing I can see being the problem is the motherboard. Any ideas?

I have been thinking about moving to a Ryzen 5 6 core...

Sadly I'm a broke student. I'll have to choose betwenn PC upgrades and food for next term.

It's a pretty simple choice actually.

I really don't want to have to reinstall windows and drivers because I'd lose a lot of work saved to my C:/ drive. I can't find an identical motherboard to replace it with but I can find the full sized ATX version. Would I just be able to switch them out or would windows throw a fit at me?

Problem is though I only have a license for windows 8.1 which I upgraded for free to 10, so I'd have to do a clean install (I think)

....That might get ugly. I had a copy of Windows 7 that I got from my school and upgraded it to Windows 10. I then proceeded to upgrade my computer to Skylake, and was forced to buy a copy of Windows 10 because they couldn't find my old key.

Found a cheap MSI Mobo on overclockers.co.uk. It's Z97 (currently on Z87) but hopefully it won't be too big a problem...
 
It may very well be the motherboard, but before buying a new one, it could be worth checking the motherboard for any LEDs that might light up during the boot process, or other error indicators that might be present, which could potentially indicate something else being at fault. It also might be worth unplugging and replugging the graphics card, RAM modules, power cables and so on just to make sure everything is making a proper connection.

Who's ready for yet another plot twist? Just removed the RAM module and it runs long for a few minutes. Obviously no POST or boot because I have no RAM but maybe I don't have to buy a new motherboard after all!
