Help with rx 470's hdmi output

i was planning to buy this rx 470: http://www.microcenter.com/product/468281/Radeon_RX_470_ROG_STRIX_Overclocked_4GB_GDDR5_Video_Card
but then i saw a review saying that the hdmi output of this card is a 1.4 hdmi and i read that it only outputs 24fps at 4k. Is it true that the strix card doesnt output 4k 60fps?

I think i saw a video saying it has hdmi 2.0 which is able to output 4k 60fps, is it true?

So it's HDMI 2.0 and can do 60Hz @ 4K.......... but the 470 really isn't a 4K card.

I know it's not a 4k card but in old games it will be fine and i just wanted it to be able because i have a 1080p monitor and a 4k tv
