MSI Tomahawk B350 Motherboard Not working with TV Tuner

I just built a new computer and I'm having issues trying to get my tv tuner to work in my computer "Hauppauge 1196 WinTV HVR-1265 PCI". When I insert the tv tuner card in to the motherboard the computer doesn't make it to post, and I just get a black screen on my monitor, and the VGA indicator on the motherboard is red. I tried plugging the tv tuner in to the PCI x1 slot and I tried the PCIe x16 slot but still get the same results, and I even tried taking out the graphics card just left the tv tuner installed and still got the the same results as before. I have no issues with the tv tunner when i use it in my old computer just my new one. Tried contacting MSI tech support but was told "...to go do my research" and scour their website and google to check for compatiblity (lol). When I take out the tv tuner everything works flawlessly with my computer and the motherboard detects my graphics card "gtx 1080". I tried updating the bios and still no luck. Anyone have any ideas on how to get this to work? Or maybe a different solution so i can continue to watch my cable tv through my computer. Or should i just return the motherboard and get a different one instead.

Ram: Corsair Vengance LPX 2400Mhz
SSD OS: M.2 Samsung 960 EVO 500GB
SSD Storage: PNY CS1311 480GB
HDD Storage: 3 TB WD Black
GPU: Gigabyte GeForce GTX 1080 Windforce OC

I located the settings for the bios for the UEFI and Legacy and the only options for this are UEFI and UEFI + Legacy. By default the UEFI + Legacy is already selected so I tried to switch it to only UEFI and then my computer wouldnt boot to the M.2 SSD that I have, So I switched back to the UEFI + Legacy and still isn't working.
