reinstall windows? You should still be able to boot into safe mode without a usable dvd drive. The fact that you can't leads me to believe you have issues with windows. In windows 7 and earlier, press F8 when windows starts to load. Win 10, you can either set it in the startup menu inside of windows, or force reset windows 3 times during booting up, which throws it into recovery mode.

A few things you can try... update the network driver, disable the network controller in windows device manager (to see if the issue persists while disabled), try a wireless network usb stick (to see if the issue persists). If these don't work, try booting to safe mode with network capability and look for similar issues. Last resort, you can strip the system down to ram, motherboard, cpu, and hard drive. Run the system with these and if no issues, add one device at a time, testing after each addition, until you see an issue, which is then most likely your culprit. Might try a new network cable too, although I don't think that's going to solve your problem.

no, idont have any external pci adapter and no errors are occured only one or two times the pc has run without freeze randomly
i also cannot boot in safe mod because another issue that is occuring is that the dvd drive is not showing up and not on boot setup
