I would Like to know if this cooler

will keep my i5-2500 processor at normal temps under load and at its max multiplier.

if it doesnt, do you know any cooler would keep it at good temps under load?
i would like that its prices doesnt go higher than 45$.

I use the Cooler Master Hyper 212 Evo for my i5-2500k, it keeps the CPU below 65C even when overclocked during benchmarks and high load stability testing. You can sometimes find them for less then $25.00 USD new.
With a locked CPU, I would just use the included stock cooler. Any aftermarket cooler that uses a 92mm fan or larger will almost certainly be overkill.

so, the Intel Cooler is fine with the i5-2500 even if it reaches 75c at x34
(out of 37) multiplier?
or
is the i5 fine with 75c?
(if the processor is fine with it can you tell me please the normal temps of the i5 processors) it would be a great help!

I want to keep this CPU at low temperatures to avoid damage! last time while emulating a game it reached +100C and i stopped the emulator, 10 seconds later the temperature was going down really fast. until it reached 45C.
