Ping Spikes from 80 then spikes to 145ms--Ethernet connection

My internet randomly went out one night and it never stayed the same Im now constantly getting random spikes usual ping is around 80 ms but it can suddenly spike to about 150 then jump down to 90 etc etc

My FPS is fine and my download speeds are great, I use to have a WiFi Extender and changed the cable for that, that didn't help
I checked the ping sometimes again I had ping spikes from my extender to my main modem
So I stop using my extender and went to straight modem connection via a Ethernet cable and that still hasn't helped, my download speeds are better though ;)

I've called my ISP and they tried I guess but the guy didn't fix anything and blamed it on my pc etc.
Ive re-installed windows and have ran multiple virus scans using malware bytes etc

I really could use some Ideas from you guys as I am all out.

Ping your router ip from a wired connection. Ping your router ip you should get about 1ms with little variation. Now run tracert to 8.8.8.8

You want to now ping a ip from this trace. Hop2 is the best since that represents the connection from your house to the ISP. You want to show the ISP that when you ping your router you get no spikes but when you ping hop2 you get the spikes. If you get a tech with half a brain they will know there is a issue with their connection.

If hop 2 does not work try others. Be careful if you get too far into the trace it can actually be a different ISP and you ISP can not fix those problems.

having the same issue as you on every device in my house. ive had multiple techs out from my isp and they say everything is fine... sometimes it will be fine and other times it will be spiking constantly. showed the master tech an example of this and was basically told they can only guarantee the connection to them not outside of the isp. mine too has no issue with the download upload and doesnt receive any packet loss.
