Brand New system gets glitchy screen and restarts

I have a brand new system (a couple of months old). Below are my specs. Sometimes when I turn the computer on, it gets to the desktop page and both monitors wig out with little glitch looking spots everywhere. It usually restarts, and does it once or twice again before working. This happened to a laptop of mine recently, and after dealing with it for a while the computer just stopped working. I want to fix this issue before this computer stops working. I've heard it could be something with the GPU connection, or the connection to power. My motherboard isn't updated to the most recent BIOS, so I don't know if that could be it either. Any ideas?

If you haven't already, re-seat graphics card and firmly secure all connections with the PSU.

Have you tried connecting to integrated graphics to rule out the the graphics card as being the cause? Would you have a spare PSU or a friend you could borrow from, to rule out the possibility of a dying PSU?
