ISP Sharing bandwidth

A complicated formula of:
How much do we have?
What peering agreements do we have with the other top level ISPs?
How many subscribers do we have?
How much are those subscribers paying us for?
How much do they actually use? At what hours of the day?
At what point of 'less than promised bandwidth' will the customers bitch about it and put our name on the national tech sites?
How much do we have to pay FCC and FTC lobbyists to convince them not bitch at us too much?
And many other considerations...
But generally...you get all or most of what you pay them for.
With my Verizon FiOS, I'm getting a constant 105-110% of the contracted 75/75 bandwidth.
