Okay so i built my gaming computer and it has a i7-4790k processor.. i downloaded alsuite 3 for my Asus maximus vii hero motherboard... now i dont know if that program has overclocked my cpu... but i dont intend on overclocking and i dont want to damage my cpu by overclocking. My question is... in the task manager it says my cpu maximum speed is 4.0GHZ.. thats the default clock of my cpu..I recently checked the task manager and i clicked on the Performance tab. Under the performance tab it said the maximum speed was 4.0ghz but when i looked over my speed it had reached 4.32ghz for a couple seconds. How is that happening? isn't my cpu supposed to be locked until i change settings from the BIOS?

Solution
The i7-4780K has a stock speed of 4.0Ghz and a turbo boost of 4.4Ghz. Turbo boost is, loosely, a small built in overclock that it applies as needed. At stock settings your system will raise or lower the CPU speed as needed. Thats why you saw the 4.32Ghz for a bit. It's nothing to worry about.
