Hi, I'm building a budget build and was wondering which is better for gaming. Intel Core I5 6400 and a GTX 1050 Ti, or a AMD FX-6300 and RX470

Not the best time for building pc. I'd wait for AMD ryzen 3 or at least 5 gen. Even though you won't choose amd, intel should drop prices, what they're already doing a little.
But directly answering to your question - second combo should perform better in gaming, but old generation AM3+ socket will limit your ability to upgrade in near future. As a 6300 user I'd really like to recommend you fx 6300, but intel's 60$ g4560 is a more valuable choice.
