PC posts only for the first time, then I need to unplug the main cable

Hello guys, I have a problem with my custom build right now. I have this build for 1 year and it never occurred any problems until now.

When I start my PC from the first time, everything runs fine and good. But when I shutdown my PC (not restarting) and try to boot again, the PC doesn't POST. The CPU fan spin and it seems to be working correctly but it never reach BIOS, so I need to unplug the main cable and wait for some minutes (10-30 minutes) to be able to boot the PC correctly again. Its worth to mention too that sometimes when the PC can't POST it enters on a infinite loop state, powering cycling on and off, staying 2-3 seconds on and powering on and off.

I have tried numerous solutions but none of the seems to have worked. So far I have tried to:
- exclude all the unnecessary hardware to reach BIOS, leaving only CPU, fan and RAM.
- swapped with two different PSU but the results were the same.
- testing the two sticks of RAM in another computer and it worked perfectly.
- clear the CMOS battery. (My motherboard doesn't have the CMOS jumpers)
- breadboarding, same problem.

So with all this tests I'm sure that the problem seems to be coming from the mobo or/and the processor, but I don't think the processor is at fault here because sometimes my computer boot and runs flawless. I'm almost sure the problem is coming from my mobo, something relate with the capacitors not being able to discharge correctly after a shutdown.

Anyone got a better idea?

My specs are:
Gygabyte H81M-H LGA 1150
Intel i3 4170
2x 4Gb RAM Modules 1600MHz
Powercolor AMD R7 260x
Corsair CX 500 80plus bronze
Samsung HDD 5400rpm 1TB
Sandisk SSD 240Gb

You using win 8.1 or win 10 ??
If so standard shutdown doesn't actually shutdown the PC , it puts it in a very low power state.
I'm not sure the cx500 is 100% compatible with haswells c6/7 power states.

To test this theory , to shutdown properly , RIGHT CLICK the start menu (instead of left clicking ) & use the shut down option from the menu there.

Try rebooting after shutting down that way.

Sorry for the late reply. I live in Brazil and I posted this question at 3AM, so I went to sleep immediately.

I have used windows 7 until last week. And now I'm using windows 10.

The thing is, if I shutdown from windows, BIOS or from holding the power button, the problem persists. So I don't think that OS is the problem.

What I do to replicate the problem is:
- Turn on the computer with only CPU, fan and RAM, it mostly go to BIOS, warning me that no boot device was found (of course).
- If I RESTART from BIOS, the PC restarts all good. But if I turn down the computer using the power button or using a screwdriver, the next time I try to turn on the PC again, it spin the CPU fan, it seems that is working but I don't get any video signal and doesn't past POST anymore.

I forgot to mention that when that happens and I had my graphics card attached, the fan started spinning normally but then it would stops from nowhere. And I tested my graphics card on someone else's computer and it worked perfectly. So maybe the mobo its not distributing power to PCI correctly? (The graphics card gets power from the PCI and PSU).

And are you sure the non compatibility with haswel and cx500? I have used this build for over and year and it never gave me a problem.

Just to note as well, I always use the 100% shutdown windows option because there is no real improvement for doing that with a SSD installed.
