Would it be better to get myself a new graphics card or a new procesor.

So i'm thinking about getting an rx 460, but I also want to get a new procesor (amd phenom ii 1045t). If i get the graphics card will my performance in games be better or will it be better with the 1045T? My mobo right now is:
AMD Phenom X4 9650
4GB DDR2
ASUS R7 250 1GB

In gaming, GPU is ALWAYS no. 1 for an upgrade. Even though the old cpu will bottleneck it, it still will give massive improvement. I doubt a better cpu would be able to increase gaming experience at all.
