FPS drops in games with my intel hd 3000 laptop

specs first : intel core i3 2350m
4gb ram (upgraded from 2gb)
intel hd 3000 with 1.5 gb vram

so when im playing a game (ex: csgo, paladins, any game in dolphin emulator), i start off fine, the game's graphics are as low as possible, with fps around 50-40. but after a few minutes the games start to lag like hell, and the fps drops to below 10 fps, and the sound gets stuttery, then the game will go back to normal, only to lag again after a few seconds , and it goes back and forward like that every few seconds which is extremely annoying.
the laptop was even worse before where fps drops are more often and overall performance was bad, until i gave it to a theqnician who took the laptop, cleaned up the dust from the heatsink and the fans, installed a 32 bit win7 os (it was 64 bit) and formatted the boot drive (i told him not to format the other ones, there was 2 others) making the laptop 3x better than it was before, but like i said there is this annoying fps drops.
things i would like to try :
-format the whole laptop with a fresh windows installation
-format the other 2 drives
-enable (force constant voltage) in msi afterburner
-reinstall the gpu driver/look for another gpu driver from intel or dell ('cause the laptop is from dell)
and i won't do anything before someone tells me/replies on this post.
there is an exception in the game "dirt showdown" where i never experienced any fps drops and the game plays smoothly, the settings were 800x600 low 30-35 fps, really confusing since this game is more demanding than any other game i play on the laptop.
hope i gave enough info about this situation. thanks for the help :)

You might still have a problem with overheating. Try monitoring the CPU/GPU temps during gaming with something like MSI Afterburner. The fact that it runs okay initially and then struggles after a few minutes is a symptom of this.

Even if this is not the case, Afterburner will help to diagnose what the issue is. You can see what your CPU/GPU (etc.) are doing whilst you encounter those fps drops.

It sounds like something is down-clocking anyway. For whatever reason...

first let me give some info on the game i was playing (everything here will be about this game, all games have similar info) :

game: dolphin emulator:-mario kart wii, time trail gamemode

emulator graphics settings: 640x480 stretched, no AA no AF

(1) GPU usage and temps :

unfortunatly msi afterburner doesn't seem to monitor gpu temps for intel hd gpus, only usage, so i can't tell if there's throttling or not, but the image above shows the areas where fps drops happen (as seen in the fps chart) and it shows that gpu usage goes down whenever fps drops occur (look at the gpu usage % chart)

(2) CPU usage and temps :

temps first, looks like cpu throttling is obvious here (but it shouldn't happen because the fans and the heatsink are cleaned) and it happens ,again, whenever fps drops appear.

cpu usage, however, is really weird, it's all over the place. i'll just leave it from here.

hope that helps, and also i'll try to give other info about dirt showdown really soon, for now, thanks for the help :)

i'm still waiting for a solution, so while i'm here, let me say some stuff that i noticed after some days of playing using my laptop :

-dolphin emulator doesn't utilize the gpu properly )':

-lowering the resolution will make fps drops less often (ex: no fps drops at all when playing at 320x240, but the game will look awful), so clearly there's some gpu throttling here (i'll edit this answer when i get to monitor my gpu temps)

-not necessarily always, but raising the graphics settings seems to make fps drops less often, probably because it'll make gpu load higher, thus the gpu will be used more. again, not always.
