Server build questions

I have a laptop running a game server for Minecraft and occasionally Arma 3. It lags horribly from time to time with only 2-4 people on. I would like to upgrade to an actual PC and have a build in mind.
My question is, should I use my current pc build as the server, and upgrade my pc? Or keep my pc the same, and use the better parts on the server.
Parts in question
Laptop: A8-3510MX (4 cores, 1.8GHz), 8 gigs ram, and a 250gb HDD running linux
Current PC: Athlon 860k (4 cores, oc to 4.0), 16 gigs ram, 500gb HDD running win 10, R9 270 2gb.
Ordered parts: Phenom 1090T (6 cores, will oc), 8 gigs ram, 128gb SSD with linux
I also have a R9 390x on hold from a family member who upgraded to a 1080 Ti
Any help would be greatly appreciated. Thank you in advance!

If you don't already have an AM3 or AM3+ motherboard, just get one with built-in graphics and skip the add in card.

The server doesn't need a high end graphics card. If you are going to use the 1090T, then get a motherboard with built-in graphics. Just enough to boot and setup. RAM is, many times, the limiting factor in servers. Can't have too much. If you have to buy RAM get 16GB.
