CPU Overheat and maintains at 90-100 degrees Celsius when gaming.

CPU:Core Intel i5 6600

Just build my PC around 2 month ago and had this problem since the second week.This problem happens whenever i play games such as CS GO, Ghost recon wild lands and etc. CPU maintains at 70-80 degrees when gaming for around 30 min, then gradually increase to 90-100 degree and maintain there. I checked my temperature using HW monitor, Core temp ,the bios and even touch the pump ( its hot) to make sure the temperature are correct.

Motherboard: Asus Strix B250F Gaming
RAM: Corsair Vengeance LPX LED 16GB(8 x 2) DDR4
Graphic Card: ZOTAC GTX 1060 AMP 6gb
Solid State Drive: Samsung 850 EVO 120GB
Hard Disk: Seagate 1tb
Power Supply: Corsair RM750X
Casing: NZXT S340 Elite
Water cooling: ID Cooling Frostflow 120

So far, i have done the following:

1. Reapplying thermal paste 3/4 times in these 2 months. Usually after applying, the problem is solved (temperature remains at 70-80) but return after a few days (90-100).

2. Lowering the maximum power management to 80%. However, temperature still 90-100.

3. Updating all the drivers.

4. Checking if the fan and pump are working (they are). I have 2 fans for intake , one for pushing out air through the radiator. I did connect the fan for the water cooling to the pin labeled CPU fan.
Is the air pushing out of the radiator is suppose to be cool air when the cpu is around 100 degrees ?

I have an i5-6600 with the stock cooler. Even after 2 hours of prime95, my temps never exceed 95°C. While gaming, it doesn't go beyond 75°C, averaging around 65°C for most of the time.

Also it has to be noted that I'm from India, where the room temperatures may go beyond 30°C and even above 40°C during summer.

The temperatures you mentioned are way too high for a liquid cooler. Something may be wrong with your water cooler.

If you still have your stock cooler, check your temps with it.

Edit: My i5-6600 runs at 3.6 GHz when all the cores are utilized. My average temperature with prime95 at 3.6 GHz is 90°C. If I reduce the speed to 3.5 GHz, I get 85°C. A 5°C drop for 0.1 GHz decrease in speed. If I lock my processor to 3.0 GHz, the...
Make sure the pump it working, I typically plug the pump directly to the power supply leads so the pump always has 100% power. If it is, then the pump probably died, RMA the cooler if you can, if not a air cooler would probably be the more reliable option for a non overclocking chip, the hyper 212 or along them lines will last as long as the fan keeps spinning and is cheap, its more than enough to keep that CPU cool, in fact it might be just as good as your water cooler.
