Pc Cuts out during boot and reattempts to launch in an endless loop.

So basically i have a pc composed of
A core i7 3770k
Mobo is a Gigabyte Z77-D3H
Palit Gtx 680 2gb
16gb corsair vengence 1600mhz ram,
120gb kingston hyperx fury ssd
2tb seagate barracuda hdd
CiT 750w psu
Pc was baught in 2012
Nothing has been changed in it since moving the os to the then brand new ssd in 2015.

and for some time i have been getting this issue where some of my usb hardware has stopped working midgame of csgo (wireless keyboard, razer mouse, corsair headset), and my webcan was causing a blue screen if streaming. I used to think it was a software or usb controller fault (but came to conclusion that it couldnt be controllers fault since other devices still worked)
As of two days now I am unable to launch my pc as it cuts out power during the very early stages of booting and then tries to launch gain. This now leads me to believe that the usb issues were signs of my psu dying, which seems like it finally has. Although I am unsure whether it is psu or motherboard, the psu fans kick in but i am not convinced that it is the motherboard.
The issues still prevail without the gpu hence that cant be the issue, ram reinserted, connectors reconnected.
