RM650 PSU Fan Not Spinning on Startup, or at all.

Hey All,
I just built a new computer with a buddies older Corsair RM650 Power Supply and the fan of the power supply is not spinning on startup. I understand that the fan will not spin until i put it under 40% load but I am just wondering if it is supposed to spin on startup as a sort of "check" that it is in working order or if it is normal for it to not spin at all until under a strong load.

My specs:
Intel i7 7700k
MSI h170 Gaming Mobo
Gigabyte radeon r9 280
evo 212 CPU cooler
WD 500 gb SSD
Vengance 2x8 DDR4 3000
