Windows ignoring nearly 10 gigs of ram?

I just installed 16 GB of ram into my Lenovo Y700.

OS: WIndows 10 Home 64bit
Processor: AMD FX 8800P R7
GPU: AMD R9 M385X 4GB
Ram: 16GB
Storage: 1TB SSHD

Instantly after reformatting my new drive with Windows 10, I went to check and see if the ram was taken in full, and it says 16GB of ram, but only 6.96 available? What is eating up 10 GB of ram, or why is Window's ignoring it? I checked on my roommates Dell, which also has 16 GB ram, and he has 15.9 available. What is going on?

On the performance tab of task manager, how much is shown as system reserved?

Do you have 2 x 8gb sticks?

might help to download and run free version of memtest86 on your sticks as one might have faults and even though it shows as available, win 10 may choose not to use it. Any errors means you should rma both sticks since I assume they were a pair?
