After installing windows my second hard drive isnt found by PC

So my old HDD (had it since 2008) unfortunately crashed a few days ago. So I went ahead and bought a new SSD and installed windows 10 on that one, but now that I installed windows 10 my PC cannot find my 1TB Toshiba harddrive?.

I searched online and I read threads saying "You have to format the drive". When I try to format the drive I get an error popup message saying: "Windows cannot format the system partition on this disk."

What do I do? I ran some software called "EaseUS" and scanned the harddrive for errors but it looked alright according to that software. But my old files from my other windows is still on that HDD I had saved some movies, music, work stuff etc and its all there but I cannot access the harddrive at all since installing windows 10 on my new SSD.
 
Solution
hit the "windows key + s" this will bring up the search box
type in "disk"
under the "settings" heading in the search result will be "create and format hard drive partitions", click that
this will bring up a window with the title "Disk Management"
in disk management you should find your toshiba 1tb hard drive
-right click on the drive click on "change drive letter and paths"
-click "add"
-chose a drive letter for your toshiba hard drive
-click ok

Now the drive will show up on your pc
from here you can reformat and do all sorts of things to it
