LED Case Fans Don't Start, Flash When Powering Off - Computer Won't Boot

I'm nearing the end (hopefully) of my first PC build, but I've run into a few issues.

First off, none of my LED case fans (Corsair Air Series 120mm) light up or spin when powering on. Both the CPU, PSU, and GPU fans do however. What confuses me is that when I power off, fans connected to CHA_Fan(2-4) headers flash and move briefly. I'm unsure as to why CHA_Fan(1) wouldn't do the same thing if there was some sort of MB error. The only thing I can think of is a short.

On another note the computer will not boot at all, no signal to my monitor when powered on - although I assume that is a separate issue.

At the moment I've torn everything out of the chassis and attempted to boot/start the case fans from there (just mobo, 1 ram stick and gpu) but again nothing, still no signal on my monitor and the odd flash remains. I've also tried connecting a case fan to the CPU_Fan header, which did yield positive results, but is obviously not a sustainable approach.

I feel like it must be a motherboard short, I can't think of anything else to be honest, although I'm sure my lack of experience contributes to my lack of troubleshooting knowledge.
