New Pc build, starts when psu is turned on and no response to pressing the power button

The fans and lights on my pc turn on when i turn the power supply on but they don't respond to me pressing the power button on my case. In addition there is power to usb devices for a fraction of a second but then they turn off and there is no signal to my monitor. I have tried changing the ram, psu, front panel connectors and removing the graphics card but this problem still persists.
My pc specs:
mobo : Intel DH61WW LGA1155
psu: corsair vs 350
cpu: intel core i3 2130
gpu: msi gtx 950 oc
ram: 8gb kingston ddr3
case: CiT F3 black mATX gaming case

Have you removed all front panel connectors from the mobo, and then tried it turning it on by temporarily shorting the 2 pins where the power switch was connected? If the fans still turn on as soon as you turn on the PSU itself, it would seem like the mobo is the culprit, especially after you've already tested on a spare PSU.

As a final test, you could breadboard - take everything out the case and run the system on a wooden/insulated surface in case there's a short in the standoffs in the case. If this doesn't work, I'd look at testing on another mobo, which understandably might be difficult...

Sounds like a mobo or PSU issue. Two questions:

1. Your PSU is not a good one. You said you have changed PSU, and you still get the same result?

2. If you completely remove RAM and then try booting, does your mobo produce any beeps (assuming case speaker is attached)?

When we changed the psu we got the same result yes. when we completely removed the ram the motherboard made 3 beeps indicating on the manual that there is no ram inserted.

I have tried all of these and i have long suspected the motherboard to be the culprit. Thanks for your help. I need to go and send a heated email to the seller of the motherboard.
