I want to decide for a GTX 1070. My main contenders are the MSI Armor and the Gainward card in the standard (budget) edition. The Palit and Galax EXOC would also be possible.
I mainly want the card to be pretty quiet but also have pretty good cooling performance, while not having a limited Powertarget (like the Zotac Mini) so that it doesn't throttle on its own and has some overclocking headroom.
The Gainward seems to have a pretty good reputation in all areas. The MSI Armor has a slightly mixed reputation, ranging from really quiet cooling to being rather noisy.
The Palit has a mixed reputation regarding noise, but actually tending towards the worse.
The Galax is a bit of a special case since I had one once for a short time. I thought it was excellently quiet for the most part, but I didn't try to overclock at all and the temperatures tended to be relatively high, 79°, sometimes. And I knew it would become really noisy if the fans got any louder than they were. And I have no idea if the boost clock was any good or not.
Now I know that this card is actually the same as the more expensive Sniper, barring a different Bios, and I'm guessing some overclocking happens on that card. I wonder if the high temps might have been due to a high, unlocked Powertarget, and if maybe one can save some temperature there, or at least overclock without much temperature difference.

However maybe you can say whether you can overclock the Galax GTX 1070 EX/Sniper nicely without it becoming very loud or hot. And maybe you can recommend the Palit GTX 1070 (standard/budget).
