New build wont boot any OS install from USB

Hi, I have a new build that is still incomplete (missing a GPU) and I'm trying everything to make it boot from a USB to only get a freeze on the circling dots of windows or a reboot.

I've tried tweaking the BIOS settings, made sure to follow all the steps in the POST/NO BOOT thread, tried only one stick in each slot, tried to move sticks between 2/4 and 1/3 and ran MEMTEST without any errors CPU temperature in Memtest went to the 40-45's and while idle/BIOS stays at 30-33

I've also made sure as I still don't have a GPU to select the Integrated Graphics in the BIOS, tried different USBs both with Windows and Ubuntu and tried different HDDs and SSD. All the connections seem fine, BIOS and Memtest run flawlessly, just when trying to boot the Windows Install it either freezes on the circling dots, the gigabyte logo or goes to a black screen and reboots.

The PSU and motherboard were both tested by the store owners and have no issues as they could boot to windows without issues.

I'm out of ideas..Help!

Gigabyte Z270X Ultra Gaming
I7-7700 (non K)
G-skill Ripjaws V DDR4 3000 2x8GB (16GB)
Deepcool 240 Captain AIO
Crucial MX300 750GB
PSU Seasonic S12 II 520W


EDIT: After tweaking the timing for the RAM and voltage settings got to boot the USB config, although it restarted itself while configuring a few minutes after. Seems like the default BIOS settings may be unstable for the hardware?

Just wanted to let you know if someone else has a similar problem or out of curiosity that the CPU default voltage was the issue, as lowering it from the default 1.4v to 1v has resulted so far, installing windows and it seems pretty stable! :D
