You can't legally do the latter with commercial HD material since you would be violating the copyright. I don't know if video capture devices support HDCP (HD copy protection). If not commercial HD sources won't work.
A standard graphics card with HDMI out is all that is required to do the first requirement.

The DVDs and VHS tapes that I need to copy are family materials from the 1980s, 1990s and 2000s, not commercial recordings. I need to copy them to 1) distribute to other family members and 2) move them off of VHS ape and onto archival DVDs.
