Wifi Signal Quality vs. Connection Speed (Windows 10)

Scenario is:

Router: EA9500 in Smart Connect mode with both 5GHz channels in merged band steering mode...easier to just have one 5GHz SSID than 2.
Wifi Card: 2 x 2 (laptop Intel 8260) at 10 ft away. 3 x 3 (desktop Asus PCE-AC68 upstairs).

Regardless of distance, I've found it impossible to show 5 bars under Wifi status. In Windows 10 notification area I have full bars, but under Network and Sharing Center I show 4 bars for the laptop and 3 bars for the desktop under signal quality. However, both laptops are showing maximum connection speed for their respective adapters. Which number do I believe. Wifi is reiable so I have no issues there. I'm wondering if it is the router using band steering confusing Windows 10. On my phone Wifi analyzer I show a signal strength of -35dBm...which I believe is quite good. Based on the router this is spread across 5GHz channels 38 - 50 (auto by Linksys). There is another neighbor's network showing from channels 42 - 50 with strength of -80dBm. Could that be sufficient interference? Just curious.
