I wouldn't suggest getting a 1060 since that indeed might be bottle necking your cpu (when gpu is too powerful and cpu cant keep up). It might be best to go for something like a 750 ti. You could also go for a 1050 or rx 460 but that depends on the power supply of that pc.
If the pc has 350+ watts for a power supply then you should okay with a rx 460 or 1050.

If you really want a 1060, you would need to change the CPU and PSU. I would recommend

Yes. I would really suggest going with a RX 460 and some 470s won't need a power connector.

If you are planning on upgrading, I suggest you upgrade the CPU+Motherboard and Power Supply. I suggest switching over to an Intel Processor as it have much easier upgrading in the future and better performance. Also try to get a more powerful power supply from a trusted company.
