Adobe Premiere Pro CC 2017 not utilizing cpu properly

I have a Clevo P750DM2-G Barebone system
It has an i7-6700K@4.00Ghz
Nvidia GTX 1070
Gskill Ripjaws 2x16 GB Dual-Channel RAM
2x240GB m.2 SSD
1xSeagate 7200 RPM Drive

Today i downloaded Adobe Premiere Pro CC 2017 and as i started rendering i noticed the fans of the system didn't kick in and opened up Performance Tab in Task Manager and noticed that the cpu is being used only to a max of 25% while the core clock was at 4.00Ghz the same was shown by Clevo's CPU Management program but then i thought it might be because of GPU Acceleration in Premiere but then i opened Clevo's GPU Management program and it also showed GPU isn't being utilized to even it's 50%....Than i checked the scratch Disk in performance tab and it also wasn't going more than 5%....Please help me is there anyway to solve this as I don't know much about rendering stuff as i'm new to all this....Thanks

No, the hardware will only match the load being placed on it by the software. Better hardware will allow...

Is the program working like it is supposed to? If so then you have nothing to worry about.
Your processor is near top of the line and is more than enough to handle that program. 25% sounds right.
Again, that graphics card is overkill for that program. The 1070 was designed for gaming, adobe only recommends gtx 600 and 700 series cards for it. 50% sounds right.

Unless there's an issue with the program itself just enjoy your beastly rig and don't sweat the percentages :)

Aren't program like Adobe Premiere all you can eat type.... Meaning more the resources the better they run...and on top of that it's only using 2 cores

No, the hardware will only match the load being placed on it by the software. Better hardware will allow it run better to a point, but only to within the specifications of the software. This particular software is just not that demanding on your system resources. Same reason your car doesn't rev to 5000 rpm when it's idling at a stop light. It could, there's just no reason for it, it's a waste of energy.
