Do I need a new Psu for Gpu? Causing a lot of problems!

Alright, I know what I'm about to say is dumb but please bare with me here. I've recently bought a Dell Optiplex 790 from ebay for around $139. Here are the specs

Cpu: i5-2500
Gpu: not sure what it was but it looked like a radeon hd
Ram: 10gb (2 4gb sticks, 1 2gb stick)
Storage: 1.25 tb
Psu: 265 watts
Mobo: Dell Inc. 0HY9JP

Alright, now I bought a gigabyte rx 460 2gb from amazon for $89 and I thought to myself, "rx 460 doesnt take in more than 75 watts and the cpu takes in around 95 watts. Add in the other stuff, it shouldn't take more than 265 watts to power." Boy was I wrong. I installed the GPU the other day and everything works correctly...until i powered up some games. I tried Cs 1.6, Csgo, Gta 5. They barely keep up in any frames getting MASSIVE drops from 100 to 6 and constantly freezing. Most of the games constantly gave me a error saying "Application has been blocked from accessing Graphics Hardware." Sometimes even the driver would be blocked. I started to get worried about the condition of the GPU so I tried going online and researching.

So here was what I did, I lowered the voltage of the Rx 460 by A LOT and like magic the studdering stopped. But I poked around and discovered that this is not good for the GPU and I was still getting minor studdering. Some programs/games stopped working entirely when I lower the voltage, and a lot of them were glitching around (black screen, stopped responding, etc.)

So here's my question, Is this the cause of a low psu? or is it the cause of the Motherboard not being able to supply enough power. If it is the cause of a low psu, would a 430 watt EVGA make up for that?

List of problems it has caused so far:
Constant fps drops
Lagging windows
Applications blocked from accessing Graphics Hardware
Black screen on some games
Games unable to respond (not responding)


*This is not a problem with the graphics drivers as I have wiped and installed the latest (and older) drivers from AMD.

TL;DR: Games starting turning into mayhem dropping massive frames and studdering after installing a new gpu (gigabyte rx 460 2gb). Tried turning down the voltage intake of rx 460 and fixed studdering (some games still glitched around). Thought it might be because of the low power supply (265 watts). Help me

I have another question before I go ahead and by the 430 watt EVGA power supply, is there any reason why the benchmarks work? The games are having massive frame drops but the benchmarks are only getting minor and lags here and there.
