On a budget I'd go with a Pentium G4560 and a basic motherboard. Until such time as proven otherwise, that's the budget CPU to get. As far as bottlenecking goes, it really depends on the games you will play. Some games would run on a 760k/1050 Ti combo with no bottlenecking. Other more CPU intensive games wouldn't run as well.

About the bottlenecking, yeah the 760x would be a very significant bottleneck.
You have probably heard this a lot, but for a budget PC I would wait until AMD Ryzen 3 or 5 release, they seem to have some very good options coming for budget PC's.
