I recently upgraded my gpu so that I can play overwatch. I usually play on high settings with about 80 to 60 fps which is good, but sometimes I get drops to around 30 to 40 fps and after sometime of playing My mouse starts acting weird and when I type something on google it has a delay (it's not an internet connection problem). I check for any malware and none were detected and my temp seem fine ( 60 c at max on CPU and 70 c at max on GPU). I looked everywhere for a answer and came up empty handed.
Here are my specs:

CPU: intel i3-3220

Gpu: nvidia geforce 1050 ti 4 gb

A 60 hz monitor 1680x1050

Motherboard: the standard one that came in a Inspiron 660

8 Gb of ram

HDD: with 1 terabyte of space (870 gb used and 60gb remaining)

I think it might be an old CPU or the hdd, but help would be much appreciated.

That's better but its still a 6 year old CPU.

If I were you I would come up with a budget and build your own system. It's not as hard as most people think it is. I did it knowing absolutely nothing about computers. I got an old busted up system with a good cpu and a decent motherboard and everything, no GPU, and slowly upgraded it over the last 7-8 months to be the beast it is today.

Check per core usage when you play, if you have one or more cores running 80% or more its a CPU issue, probably nothing wrong with yours you just need a faster one. It is a 3.5 year old i3 after all, and on a CPU-intensive game too.

I get about 98 usage on my CPU and gpu, but the strange part is that the more I play the worse it gets.
When I start a couple of matches I get 60% usage but after a while I get 98% usage. Does this mean something?

It will never be consistent, CPU usage isn't as cut and dry as GPU usage. Usually with GPU's there is always SOMETHING to render, it is only a matter of HOW MUCH is rendered. With CPU's it also depends but the numbers will vary WILDLY. Every shot, every explosion, every particle, every player, every moving part has to be mapped by the CPU, so in a way there is a lot more going on than with a GPU.

It's not shocking the 1050 is being used heavily as well, but that's not really the issue. Ideally, you don't want the CPU to ever be running at that capacity, as it deals much more with the system. Anything in the background could be causing resources to be taken away from the game to be used elsewhere.
