Random shutdowns and hard to turn on

I'm not very tech savvy, but recently I've been having to flick my PSU on and off because my graphics card/motherboard will flicker on and fans will begin to turn but then doesn't turn fully on unless I turn the switch on and off in increments to power it back up. Here's a video of what it does. Rig is barely a few months old, built it in January

MSI Z97S SLI Krait Edition ATX Motherboard
Intel i5-4690k CPU @ 3.5 Ghz
8 GB ram
Corsair H100i hydro cooler
GTX 980
EVGA SuperNOVA 650 G1 Power Supply

Edit: Did a paper clip test and PSU still powers up

Dude, that could be ur PSU playing up. Try removing ur GPU and see if it will run normally without it. If u have a spare PSU, can try changing it. Also check the powercable to see if it is properly plugged in/not damaged.
